Send the same ESM scope to three Victorian providers and you can end up with three very different quotes back. One might be $5k, one might be $10k and one might be $15k. The question we get regularly at Fire & Wire is: if the scope looks the same, why are the ESM quotes so far apart?
We get it. Price matters – every building owner and facility manager we work with has a budget to manage. But the number at the bottom of an ESM quote doesn't tell you the whole story. It doesn't tell you what standard the provider is working to, what's actually included or who's turning up to do the work.
That's what this article is really about – not telling you which number to pick but making sure you know the right questions to ask before you pick one.

This is where I'd start the conversation.
AS 1851 is the maintenance standard that providers should be quoting when servicing relevant fire protection systems and equipment.
Alongside this, a reputable ESM provider should also use the building's Occupancy Permit to confirm exactly what equipment and Essential Safety Measures are on site – that's what lays the foundation for a fair comparison.
Once every provider is quoting to service the same equipment, using the appropriate trades, you're in a real position to compare properly.
So, if a significant price gap shows up, that's when we'd start asking:

Say you've done your homework. Three building fire safety quotes land on your desk and each provider confirms they're servicing to the relevant standard – yet the prices are still noticeably different.
This is where it’s worth looking deeper, because a cheaper quote isn’t always as it seems.
Some ESM providers in Victoria quote low to win the maintenance contract, hoping to recover the loss through repair work later. If labour and repair costs sit outside the original agreement, they can add up fast.
This doesn’t mean a lower quote is automatically bad. It just means you need to consider the whole picture, not just the top figure.
The annual ESM maintenance cost is only one number. Any additional costs form part of a much bigger equation.
That's why inclusions and exclusions matter so much.
